iStock offers high quality free downloads, one per category. Free photos are updated weekly while video, vector illustration and audio are updated monthly.

Stockvault has a few free photos if you can find them through all of the advertising.

Morgue File is a bit of a crap shoot. There are good images to be found, but no guarantees.
